hip-swishy:

Masterfully defined by J.E. Schmidt in his Lecher's Lexicon (1967): ' Walking with a diadochokinetic oscillation of the buttocks ; characterized by the monronian movement .'
I've never heard the expression, but to swish means:
-- a) a manner of walking in which the rustle of skirts is suggested;
-- b) a hissing or sibilant sound (there's a cause to affect relation between a) and b))
-- c) to walk in an effeminate manner, including feminine hip movements.
